Overview
The fourth WES Conference was held on 5th December 2019, with Paul Wheelhouse, Minister for Energy, Connectivity & the Islands, providing the keynote address.
Project updates were given by lead contractors in our programme in addition to information sessions on commercialisation opportunities and financing for wave technology projects.

Speaker Bio - Michael Bullock (Renewable Risk Advisers Ltd)
Michael has many years of experience in insurance broking and risk advisory work, stretching back to some major international fossil fuels clients operating refineries and T & D lines, before specialising in the last decade or so in renewables, having helped a Lloyd’s syndicate set up a dedicated underwriting unit. Michael has also served on the boards of an offshore renewables consultancy and a windfarm O & M and installation contractor so with a broader background than just the ivory towers of the City. As a Chartered Insurance Practitioner with a Masters’ degree in Finance from London Business School, Michael has a broad understanding of many of the business drivers of renewables developers, and of the financial, technical and physical risks facing them.
Michael’s consulting and insurance broking clients (including some major multinational enterprises) have included a wide variety of developers (including Meygen), utilities, technology manufacturers, transmission and distribution line and refinery operators, across the energy sector.
Speaker Bio - Roger Esson (The Oil & Gas Technology Centre)
As manager of the Decommissioning, Solution Centre, Roger is leading the team to identify, fund and support the development and deployment of technology that drives down the cost of decommissioning. Roger has more than 20 years’ experience in the oil and gas sector and has held a variety of leadership positions within companies ranging from SMEs to tier 1 contractors. Before joining the Oil & Gas Technology Centre, he was Chief Executive of Decom North Sea. Roger played an active role in the execution of several of the UK’s most significant decommissioning projects including; MCP01, North West Hutton and Brent Delta.
Speaker Bio - Andrew Tipping (Catapult Offshore Renewable Energy)
Andrew Tipping joined the Catapult (formerly Narec) in May 2012. Within the Research and Innovation team Andrew’s role is focussed on developing the strategy and managing the delivery of the Catapult’s Technology Commercialisation programme. In October 2019 he founded the Launch Academy, the offshore wind industry’s business acceleration programme supporting the development of the UK supply chain. Backed by industry sponsors Siemens Gamesa and Red Rock Power he has brought together the complete eco system to support successful commercialisation. He also leads investor engagement at ORE Catapult and helped a number of innovators secure over £10m of private investment in the last 2 years from angels, venture capital funds and corporates.
With a background in Market Research and Business Development Andrew works as an advisor to the Catapult’s network of innovators – helping them to identify routes to market, assess business cases and find funding avenues and investment opportunities. Andrew has six years’ experience in offshore renewables, spending three years in international Business Development working with leading renewable technology developers seeking to prove their new innovations through testing and demonstration.
Speaker Bio - Sheryl Young (Monterey Global Partners UK)
An MBA and FCA investment manager, Sheryl has over 30 years’ experience in finance and technology with a particular emphasis in venture capital and early stage technology companies. She was GP of US/UK venture firm Cross Atlantic Capital Partners where she seeded an incubator and worked with Scottish universities to commercialise emerging technologies. She has sat on a number of investment committees, boards of early stage companies and public sector advisory boards such as the BEIS Energy Entrepreneur’s Fund during her career. Sheryl is currently a Non-executive Director of European Marine Energy Centre (EMEC) in Orkney Scotland and MD of Monterey Global Partners UK, a private equity group focused on renewable energy and low carbon technologies.
Speaker Bio - Henry Jeffrey (IES OES Chair, University of Edinburgh)
Henry is a specialist in marine energy roadmaps, action plans and strategies. He is responsible for dissemination and internationalisation within the UK Supergen Marine programme. He holds the position of “Strategy and internationalisation officer” for “Wave Energy Scotland” and chairs the European Energy Research Alliance (EERA) and the IEA OES group for Ocean Energy.
His international collaboration on the production of marine roadmaps and research strategies, includes Canada, the US, Chile and Mexico. Henry has also coordinated several European marine energy projects including DTOcean which developed design tools for arrays of wave and tidal devices.
